In 2008, under the correct leadership of the Party Central Committee and the State Council, all regions and departments thoroughly implemented the scientific development concept, actively responded to the adverse effects of the international financial crisis, extraordinary natural disasters, and food quality and safety emergencies, and insisted on maintaining growth and expansion. The domestic demand is unified with the adjustment structure and the upper level, the quality work has made positive progress, and the quality competitiveness of the national manufacturing industry has been further enhanced, effectively supporting and promoting the steady and healthy development of the national economy.

I. National Manufacturing Quality Competitiveness Index

According to the calculation of relevant data of more than 250,000 manufacturing enterprises across the country, the national manufacturing quality competitiveness index in 2008 was 81.18, an increase of 0.19 over the previous year. Among them, product quality grade rate, product supervision and inspection pass rate, research and experiment The scores of five statistical indicators, such as the proportion of development funds, the proportion of new product sales, and the average product sales revenue, increased by 0.46, 4.59, 1.30, 1.36, and 1.70 respectively compared with 2007, with significant growth.

Second, the quality competitiveness index of various industries in the manufacturing industry

Through the measurement of 29 industry-related data in the manufacturing industry, the industries with stable quality competitiveness are: 86.95 of communication equipment, computers and other electronic equipment manufacturing, up 0.95 over the previous year; 84.97 of rubber products industry, up 0.60; instrumentation and Culture and office machinery manufacturing industry 83.90, increased by 0.98; general equipment manufacturing industry 83.53, increased by 0.10; transportation equipment manufacturing industry 83.48, increased by 0.03; chemical raw materials and chemical products manufacturing 82.19, increased by 0.26; pharmaceutical manufacturing 81.33, increased by 0.04 Chemical fiber manufacturing 81.31, an increase of 0.08.

Third, the manufacturing quality competitiveness index of each region

Through the calculation of manufacturing-related data of 31 provinces (autonomous regions and municipalities directly under the Central Government), the manufacturing quality competitiveness index of Guangdong, Jiangsu, Beijing, Shanghai, Tianjin and Zhejiang is above 85. The number of regions with a quality competitiveness index above 80 has reached 20, an increase of 5 from 2007. The quality competitiveness indices of border and minority provinces (regions) such as Xinjiang, Ningxia, Qinghai, Gansu, Guizhou, Inner Mongolia, and Guangxi have maintained steady growth for three consecutive years, and the gap with developed provinces (cities) has further narrowed. From a regional perspective, the manufacturing quality competitiveness indices of the eastern, central and western regions were 85.04, 79.72, and 80.04, respectively, an increase of 0.22, 0.73, and 1.04 compared with 2007. The eastern region continued to maintain its leading position in quality competitiveness. And the quality competitiveness of the western region has been significantly enhanced.

The quality competitiveness index is an economic and technical indicator generated according to a specific mathematical method and used to reflect the overall level of China's manufacturing quality competitiveness. According to the different statistical scope of the original data, the national manufacturing quality competitiveness index, the manufacturing sub-industry quality competitiveness index and the sub-regional manufacturing quality competitiveness index can be formed accordingly.

2. The quality competitiveness index consists of two secondary indicators, six tertiary indicators and 12 statistical indicators.

3. The raw data of the measurement quality competitiveness index comes from the National Bureau of Statistics and the State Administration of Quality Supervision, Inspection and Quarantine. The main statistical caliber is large and medium-sized industrial enterprises.

4. The statistics in this bulletin do not include the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan Province.
