China's "Sanitary Standards for Raw Materials for Food Packaging " clearly stipulates the health indicators of lead, arsenic, fluorescent substances, decolorization test, coliform bacteria and pathogenic bacteria in the raw paper directly in contact with food, and has formulated the supporting test method standards. "Analysis Method for Sanitary Standards for Raw Paper for Food Packaging". Food packaging outer materials are not applicable to the Hygienic Standard for Raw Paper for Food Packaging.

At present, paper cups and paper bowls for instant noodles, milk tea and other foods are generally double-layer coated products. The paper materials that are in direct contact with food should conform to the "Sanitary Standard for Raw Paper for Food Packaging", and the coating materials should meet the corresponding standards. The outer layer of the food packaging container should avoid direct contact with food, and take measures to prevent the fluorescent substance from migrating to the food and avoid harm to human health.

The U.S. Food and Drug Administration lists the substances permitted for use in food contact paper and paperboard in Chapter 176 of Part 21 of the Code of Federal Regulations. There are no restrictions on fluorescent whitening agents. The US FDA has also approved a number of substances that can be used for paper and board, including fluorescent whitening agents, through the food contact notification process.

The EU does not have regulations for food packaging papers and generally follows the provisions of Section 36 of the Food Contact Materials Regulations of the German Federal Institute for Risk Assessment for food contact paper. The BfR 36/2 baking paper section stipulates that the baking paper should not use a coloring agent or an optical brightener, but in the case where the coloring agent or the fluorescent whitening agent does not migrate into the food, the multi-ply paper and the paperboard do not match the food. The above materials can be used for the outer layer paper that is in direct contact. The European Council Directive stipulates that only fluorescent towels can be added to kitchen towels and napkins. The maximum usage should not exceed 0.3%. Other food contact paper products should comply with German BfR food contact paper.

Japan, Australia and New Zealand have no specific regulations on food packaging paper, and are only regulated by the general regulations on food contact materials.
